Baltimore County’s Blue Ribbon Procurement Commission releases final report

Philip AndrewsAfter a comprehensive review and evaluation of Baltimore County's procurement processes and policies, the Baltimore County Commission on Procurement, Purchasing and Contracting has released its Final Report, which outlines specific recommendations for streamlining and improving the County's functions and outcomes in procuring goods and services. 

In November 2020, Baltimore County Executive Johnny Olszewski signed Executive Order 2020-024, establishing the blue ribbon panel and tasking it with guidance for modernizing Baltimore County's procurement and contracting policies. Philip Andrews, Chairman of Kramon & Graham, was appointed by County Executive Olszewski to chair the Commission. “Despite the challenges of performing its duties and responsibilities during a pandemic, the Commission has worked with diligence, focus, and a resolute determination to produce a blueprint for improving the efficiency and effectiveness of County procurement, purchasing, and contracting processes and policies,” Phil said in describing the Commission's efforts.
