Kramon & Graham is consistently recognized as one of the leading government contracts practices in the state of Maryland. We represent government contractors in proposal preparation, contract negotiation, bid protests, and contract claims at the federal, state, county, and municipal level. Kramon & Graham has particular experience with Public-Private Partnership (P3) contracts.
Effective legal representation in government procurement matters requires more than thorough knowledge of procurement law. It also requires understanding the public policy and the agency decision-making process behind contract decisions. Our team includes a former Assistant Attorney General with extensive knowledge of the State agencies that award contracts for privatized services, construction work, and the supply of goods and materials.
We represent clients before various state agencies in licensing and regulatory matters and before the Maryland State Board of Contract Appeals, which has exclusive jurisdiction over state bid protests, state contract claims, and related procurement disputes.
When the reasoning for an agency's contract decision was not transparent, we know how to uncover the facts and rationale behind that decision. In some cases, our investigation has uncovered information that causes a change in agency decision and successful award for our client. We represent clients in judicial and appellate review of all types of administrative decisions.
