Kramon & Graham attorneys John Dougherty and Steve Klepper inducted as Maryland Bar Foundation Fellows

Kramon & Graham is pleased to announce that principals John F. Dougherty (left) and Steven M. Klepper (right) have become Fellows of the Maryland Bar Foundation (MBF).

MBF Fellows are selected for their dedication to the welfare of their communities, the administration of justice, and upholding the integrity of the legal profession. Fellowship in the MBF is by invitation only and is limited to no more than two and one-half percent of membership of the Maryland State Bar Association.

With their induction, John and Steve join other distinguished Kramon & Graham attorneys who are also MBF Fellows, including Andrew Jay Graham, Natalie McSherry, and Lee Ogburn.

A member of the firm's Government Contracts practice, John represents clients in bid proposals, bid preparation, contract negotiations, bid protests, and contract claims at all levels of government. In addition to leading the firm's Environmental practice and co-chairing its Construction Litigation group, John handles general litigation matters, with a concentration on real property rights, including eminent domain, title and boundary disputes, real estate transactions, and commercial landlord-tenant matters. He is recognized in The Best Lawyers in America for his work in Commercial Litigation.

As the leader of Kramon & Graham's Appellate practice group, Steve has briefed and argued appeals before the Fourth Circuit and the Court of Appeals of Maryland and other federal and state courts across the country. He serves as the Criminal Justice Act panel attorney for the Fourth Circuit and D.C. Circuit and was recently selected to serve on the Fourth Circuit CJA Appellate Panel Committee. Steve is co-chair of the Maryland State Bar Association's Appellate Practice Committee and is the founder and editor-in-chief of the MSBA's Maryland Appellate Blog. He is co-editor of "Appellate Practice for the Maryland Lawyer" (5th ed.), which was published in 2018. Nationally recognized for his work, Steve appears in the legal ranking guides Chambers USA and Best Lawyers.
