Government ContractsAmong the Firm's longstanding clients are entities that do business with the State of Maryland, as well as with local counties and municipalities. Several of the firm's principals are former Assistant Attorneys General with extensive knowledge of, and familiarity with, State agencies that award contracts for privatized services, construction work, and the supply of goods and materials. Our attorneys know that doing business with government agencies is very different from working in the commercial sector. Effective legal representation in government procurement matters requires more than thorough knowledge of procurement law. It also requires understanding the public policy and the agency decision-making process behind contract decisions. Like all legal representation, public contract law requires the attorney to have a detailed understanding of the client's business and goals. We have used our experience and understanding to successfully represent clients in bid protests, contract claims, disadvantaged business registration, and contract audits, as well as judicial and appellate review of all types of administrative decisions. When the reasoning for an agency's contract decision was not transparent, we know how to uncover the facts and rationale behind that decision. In some cases, our investigation has unearthed information that caused an agency to change its decision and award the contract to our client. When litigation arises in connection with the award or performance of government contracts - whether in the form of bid protests, contract claims, or related disputes - Philip M. Andrews and John F. Dougherty have extensive experience representing clients before State and local agencies, the Maryland State Board of Contract Appeals, and Maryland trial and appellate courts. |
