Biography

As chair of Kramon & Graham’s Insurance Coverage practice, Lee Ogburn has established a national reputation for excellence as counsel to property and casualty insurers. Clients rely upon Lee's  knowledge of the insurance industry, effective negotiation skills, and persuasive advocacy. He has served as lead counsel in trial and appellate courts nationwide, handling insurance disputes and claims involving hundreds of millions of dollars. Lee represents insurers in coverage disputes involving environmental and toxic tort, business tort, products liability, construction, and commercial claims. He also represents insurers in first party disputes.

According to Chambers USA, Lee is a "preeminent practitioner in the coverage area" who brings "a careful, academic but creative approach to big cases for significant insurers…" One interview source commented, "If I were an insurance company, he would be at the top of my list." In addition to the Chambers guide, Lee is recognized as a leading lawyer by The Best Lawyers in America for Bet-the-Company Litigation, since 2010; Commercial Litigation, since 2008; and Insurance Law, since 2010. He has been named Baltimore "Lawyer of the Year" by The Best Lawyers in America for Insurance Law for the years 2019 and 2013.

Lee is a Fellow of the American College of Coverage Counsel and a Permanent Member of the Fourth Circuit Judicial Conference.

A former editor of the CGL Reporter, Lee’s published articles include: Issues Concerning Coverage for Indoor Pollution Claims; The 'Work' and 'Product' Exclusions to the CGL Policy; Allocation Issues when Multiple Policy Periods of Insurance are Triggered; The Progression of Trigger Litigation in Maryland-Determining the Appropriate Trigger of Coverage, Its Limitations and Ramifications; and An Overview of Insurance Coverage Issues in Construction Defect Cases. Lee presents regularly and writes extensively on commercial insurance issues.
