Steve Klepper selected to serve on Fourth Circuit Criminal Justice Act Appellate Panel Committee
Kramon & Graham Appellate group practice leader to act in advisory role to the court

Steve KlepperSteven M. Klepper, a principal at Kramon & Graham and leader of the firm's Appellate practice group, has been appointed by Chief Judge Roger L. Gregory of the U.S. Court of Appeals for the Fourth Circuit to serve as the District of Maryland's representative on the Fourth Circuit Criminal Justice Act (CJA) Appellate Panel Committee effective immediately.

The CJA Appellate Panel Committee is chaired by Judge James A. Wynn, Jr. and serves as an advisory board to the court, making recommendations on application for panel membership, on panel administration, and on other questions arising under the Criminal Justice Act. The committee includes attorney representatives from each district, a federal defender representative, the circuit executive, the clerk, the senior staff attorney, and the CJA budgeting attorney. Representatives are appointed by the chief judge for staggered three-year terms, with no member serving more than two terms.

Steve was recommended to serve on the committee by Fourth Circuit Judges Paul V. Niemeyer, Diana Gribbon Motz and Pamela A. Harris

Steve has briefed and argued appeals before the Fourth Circuit and the Court of Appeals of Maryland and other federal and state courts across the country. He serves as the CJA panel attorney for the Fourth Circuit and D.C. Circuit. Steve is co-chair of the Maryland State Bar Association's Appellate Practice Committee and is the founder and editor-in-chief of the MSBA's Maryland Appellate Blog. He is co-editor of "Appellate Practice for the Maryland Lawyer" (5th ed.), which was published in 2018. Nationally recognized for his work, Steve appears in the legal ranking guides Chambers USA and Best Lawyers.
