Kramon & Graham, P.A. Elects Matthew A. Haven to Principal
Kramon & Graham, P.A., one of Maryland's most respected litigation and business law firms, is pleased to announce that Matthew A. Haven has been named Principal, recognizing his exceptional trial experience, leadership, and dedication to client service.
Matt is an accomplished trial lawyer with deep experience litigating high-stakes civil matters. He joined Kramon & Graham in July 2025 and has since become a major contributor to the Firm's Litigation Department.
Before joining the Firm, Matt served as an Assistant United States Attorney in the Civil Division of the U.S. Attorney's Office for the District of Maryland. In that role, he represented the United States and various federal agencies in complex civil litigation from inception through appeal, acting as lead counsel in bench and jury trials in the United States District Court for the District of Maryland and handling appeals before the U.S. Court of Appeals for the Fourth Circuit.
Matt's experience includes investigating and litigating civil fraud matters, with a particular focus on healthcare rules and regulations. He prosecuted high-profile False Claims Act cases against Fortune 500 companies, small businesses, and physicians, including qui tam actions and investigations originating from data-mining efforts that resulted in the recovery of millions of dollars. He has also led the defense of nationwide class actions seeking injunctive relief, litigated programmatic challenges to agency action, and defended high-exposure employment discrimination and personal injury matters.
Matt's practice includes serving as lead and local counsel for whistleblowers in qui tam lawsuits, helping clients navigate responses to Civil Investigative Demands (CIDs) and other government investigations, assisting health care providers in billing disputes with insurers, challenging government action under the Administrative Procedure Act (APA), and litigating high-stakes civil matters in the United States District Court for the District of Maryland.
After law school, Matt clerked for the Honorable Stephanie A. Gallagher of the United States District Court for the District of Maryland. Following his federal clerkship, he entered private practice at leading Baltimore law firms, regularly representing individuals and businesses in complex commercial and insurance coverage disputes in federal, state, administrative, and religious courts.
